ESF is an umbrella organisation that brings together emergency management organisations to collaborate for better mental health outcomes. Each of these organisations is represented on the ESF Stakeholder Council which is led by Tony Pearce, Inspector General for Emergency Management. The purpose of the Stakeholder Council is to provide sector insight and ensure the strategic needs of the emergency services sector are aligned and supported across agencies and departments in Victoria regarding work undertaken by ESF, provide advice to the ESF Board and support and champion ESF initiatives within agencies .
