The Victoria State Emergency Service is a volunteer based emergency service, servicing the State of Victoria. VICSES prepares for, prevents, responds to emergencies resulting from floods, severe storms, earthquakes, and provides road rescue and search and rescue operations. If required, VICSES will assist in emergency recovery. VICSES has a major emergency management planning role providing advice and support to Government departments and municipalities, as well as auditing all Municipal Emergency Management Plans. VICSES also provides a support role to other emergency service agencies.
VICSES is made up of more than 5,500 volunteers who are supported by 82 staff. VICSES is decentralised into six regions covering Victoria where 150 VICSES Units are situated. Each Unit is comprised entirely of volunteer members. The regions are provided corporate support by State Headquarters (VHQ) in Southbank, Melbourne.
